It includes the construction of four four-story data center buildings, four interconnected office buildings, a five-story dispatch center, a three-story auxiliary building for daily use, and a single-level underground parking lot with over 100 parking spaces. The project follows a simple decoration style and features a frame structure.

The project is fully self-financed by China Mobile Communications Group Jilin Co., Ltd., with a 100% investment ratio. The construction site is situated at the southeast corner of the intersection between Jinhudalu and Chaoyuedajie in Changchun High-tech Zone. The planned commencement date is October 20, 2014, with a target completion date of January 27, 2015, within a project duration of 100 calendar days. The project’s quality requirements comply with the unified standards of the national construction engineering quality acceptance.
